Abuja – The Federal Ministry of Education announced on December 14, 2025 a nationwide prohibition on admitting or transferring students into Senior Secondary School Three (SS3) in all public and private secondary schools. The directive, which will take effect from the 2026/27 academic year, restricts new admissions and transfers to Senior Secondary School One (SS1) and Senior Secondary School Two (SS2) only. No admission or transfer into SS3 will be permitted under any circumstance.
The policy follows rising concerns over examination malpractice, including the use of “special centres” during external examinations, which the Ministry says undermines the integrity and credibility of Nigeria’s education system. In a statement, the Ministry explained that the measure is aimed at discouraging last‑minute movement of students for examination‑related advantages, ensuring proper academic monitoring, and promoting continuity in teaching and learning.
School proprietors, principals and administrators have been directed to comply fully with the policy, with any violation attracting sanctions in line with existing education regulations and guidelines. The Federal Ministry of Education reaffirmed the government’s commitment to maintaining academic standards, promoting fairness and restoring credibility to public examinations.
Boriowo Folasade, Director of Press and Public Relations at the Federal Ministry of Education, said: “The Federal Government is determined to protect the integrity of our examinations and ensure that every student is assessed on merit. This policy will help curb the scourge of malpractice and restore confidence in our education system.”
The ban applies to both public and private schools across the country, and the Ministry has urged all stakeholders to cooperate in implementing the new rule.
