The Petroleum & Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has instructed its branches to immediately halt gas supply to Dangote Petroleum Refinery citing the company’s response to staff unionization efforts. General Secretary Comrade Lumumba Ighotemu Okugbawa issued the directive in a letter dated September 26, 2025, addressed to PENGASSAN chairmen across several oil and gas company branches.
Comrade Lumumba Ighotemu Okugbawa stated in the letter that Dangote Petroleum Refinery disengaged PENGASSAN members for exercising their constitutional right to unionize. “They have gone further on a mission of misinformation and propaganda to justify this illegitimacy rather than engaging meaningfully with us to right the wrong,” Comrade Lumumba Ighotemu Okugbawa said.
The PENGASSAN directive orders branches including TotalEnergies, Seplat, Chevron, Shell Nigeria Gas, and NGIC to cut gas supply to the refinery effective immediately. It also instructs shutting crude oil supply valves and halting vessel loading operations destined for Dangote Refinery. Comrade Lumumba Ighotemu Okugbawa stressed NGIC Chairman must ensure gas supply cessation. “All chairmen on this summon are to report promptly the progress of the directive,” he added.
The letter concludes with PENGASSAN’s solidarity motto: “Injury to one! Injury to all.” The action reflects tensions between the union and Dangote Refinery over labour rights and union representation.
